The Northern Ireland Ambulance Service (NIAS) is structured into 4 Directorates under the Chief Executive as follows:

Operations (Including Communications, Fleet and Estate Management)
Medical (Including Clinical Governance and Risk Management)
Finance (Including Information Technology)
Human Resources (Including Regional Ambulance Training Centre)

Each Directorate is managed by a Director and a team of Managers along with operational and support staff.

Trust Board Structure

The Role of the NIAS Trust Board

The Trust Board is currently comprised of a Chairman, 5 Non-Executive Directors and 5 Executive Directors (including the Chief Executive). The Chairman is responsible for leading the Board and for ensuring that it successfully discharges its overall responsibility for the organisation as a whole. The Non-Executive Directors are appointed by the Department of Health, Social Services and Public Safety Unit (DHSSPS) and they are appointed on merit to act in a personal capicity on the Trust Board.

The Executive Directors, led by the Chief Executive, are the (full-time) operational Directors of the Trust and are responsible for the operation of the organisation and for the implementation of the Board’s decisions.
The Trust Board’s role is to:

Set the strategic direction of NIAS within the overall policies and priorities of the HPSS, define its annual and longer-term objectives and agree plans to achieve them;

  • Oversee the delivery of planned results by monitoring performance against objectives and ensuring corrective action is taken where necessary;
  • Ensure effective finanical stewartship through value for money, budgetary control, planning and strategy;
  • Ensure high standards of corporate governance and personal behaviour are maintained in the conduct of the business of the whole organisation;
  • Appoint, appraise and remunerate Senior Executives;
  • Ensure that there is effective dialogue and communications between NIAS and the local community on its plans and performance and that these are responsive to the community’s needs.

Trust Board Frequency of Meetings

The Trust Board meets bi-monthly (usually on a Thursday) in public venues across Northern Ireland and comprises a Chairman, five Executive and Non-Executive Directors.  Members of the public are made aware of these dates and venues of meetings via press and website notifications.  Prior to a public meeting (where appropriate), the Trust Board members visit a local ambulance station in the area so that they have direct contact with Station Officers, Divisional Officers, operational and support staff.  It allows Trust Board members to see firsthand the facilites and the environment that staff work in and also to speak to staff directly etc which is seen as a good basis for effective communication between Management and staff.

Chairman - Mr Douglas Smyth, OBE

Mr Douglas Smyth OBE has been Chairman since June 2000.
Mr Smyth formerly held the post of General Manager of the Northern Health and Social Services Board (NHSSB) and was previously Chairman of the Health Promotion Agency.

Mr Smyth is an associate member of the General Medical Council, a Visiting Professor with the University of Ulster and member of Education Special Needs Tribunal.

Non-Executive Director - Professor Ronald Perrott

Professor Ron Perrott was appointed as a Non-Executive Director in May 2001.

Professor Perrott is Professor of Software Engineering at the Queen’s University of Belfast. In 1994, he received the British Computer Society’s NI IT Professional of the Year Award for services to the local software industry. He is currently Chairman of the UK’s High End Computing Strategy Committee which advises the Government on issues and policy initiatives in high end computing.

Professor Perrott is Chairman of the Trust's Audit Committee.
Non-Executive Director - Mrs Margie Greer

Mrs Margie Greer was appointed as a Non-Executive Director in May 2001.

Mrs Greer is a Service Transformation Manager in BT Northern Ireland.

She is currently the Chair of the Clinical Governance Committee and also a member of the Remuneration Committee and Risk Management Committee.
Non-Executive Director - Professor Mary Bridget Hanratty CBE MA RGN
Professor Mary Bridget Hanratty CBE MA RGN lives in Dungannon.

Until November 2006, Prof Hanratty was Director of Nurse & Midwifery Education at the Beeches Management Centre, Belfast. Prior to this, she was Director of Nurse Education at both the Eastern and Southern Colleges of Nursing.

Prof Hanratty is currently a Board member of the Middletown Centre for Autism, Armagh. She is currently a member of the Nursing and Midwifery Council’s Fitness to Practice panel and was formerly Vice President of the UK Central Council for Nurses and of the Nursing and Midwifery Council.

She has not engaged in any political activity in the last five years.
Non-Executive Director - Mr Frank Hughes

Mr Frank Hughes was appointed as a Non-Executive Director in December 2001.

Mr Hughes has 27 years experience in a voluntary capacity in the Health and Personal Social Services.  He previously served as Chairman of the Western Health and Social Services Council.  Mr Hughes is a retired Head Teacher.

He is currently a member of the Trust's Clinical Governance Committee.

  Non-Executive Director - Mr Seamus Mullan

Mr Seamus Mullan was appointed as a Non-Executive Director in July 2002.

Mr Mullan is the sole proprietor of SH Mullan, Chartered Accountants, Dungiven.  He is a qualified Chartered Accountant and has previously held senior financial positions within Foyle HSS Trust, Heron Chemists Ltd and KPMG.

Mr Mullan is currently a member of the Trust's Audit Committee.

Chief Executive - Mr Liam McIvor

Mr Liam McIvor was appointed Chief Executive of the Northern Ireland Ambulance Service in October 2004 having previously held the position of Director of Operations from May 2001.

Mr McIvor was previously the General Manager for Ambulatory Care at the Royal Group of Hospitals and has held various general management positions in the public and private sectors.

Director of Finance/IT - Mrs Sharon McCue

Mrs Sharon McCue was appointed as the Director of Finance during March 2002.

Mrs McCue has held a number of senior finance positions in the private and public sector. She is a Fellow of the Chartered Institute of Management Accountants (C.I.M.A.) and a Past President of the Institute in Northern Ireland. She has recently been appointed to CIMA’s Council and has specific responsibilities as a member of CIMA’s Professional Standards Committee.

Mrs McCue is an Associate Lecturer for the MBA programme in the Open University Business School and has contributed to core OU material in the area of public policy. She has a Masters degree in Marketing and is a Member of the Chartered Institute of Marketing.

Director of Operations - Mr Brian McNeill

Brian was recently appointed Director of Operations in June 2005, having previously held the position of Head of Training and Quality Assurance from August 1996.

He was one of the first Paramedics to be trained in Northern Ireland in 1989 and worked on operational “front line” duties for over 12 years.

During October 1998 to March 2000 he was Project Manager for the Strategic Review of the Northern Ireland Ambulance Service, which has been instrumental in influencing the modernisation of the service.  As Head of Training he was involved in the development of the Business case and the planning and design of the new Regional Training Centre.

He was the Northern Ireland Board representative for Paramedics on the Council for Professions Supplementary to Medicine (now Health Professions Council).  He is also the Northern Ireland Representative on the National Ambulance Service Association, Education and Training Committee.

Director of Human Resources - Ms Roisin O'Hara

Roisin O’Hara was appointed as Director of Human Resources, Northern Ireland Ambulance Service in March 2002, having worked previously as a Director of HR in the voluntary sector. She has considerable exerience within HR in the HPSS, both in Acute and Community Trusts.

Ms O’Hara is a Chartered Fellow of the Chartered Institute of Personnel and Development, and has held the Office of Vice-Chair for the CIPD Northern Ireland branch.

She has a Masters Degree in Human Resource Management and in the past also lectured at Queens University Belfast.

Medical Director - Doctor David McManus

Dr David McManus was appointed as Medical Director in September 1998.  He advises the Trust Board on clinical matters and clinical governance.  He also reviews and develops operational procedures and clinical protocols.

Dr McManus liaises with the Medical Directors of Ambulance Services in the UK through his membership of the British Ambulance Services Medical Director Group.  He advises regarding the clinical aspects of complaints and he is involved with Quality Assurance, Training and Research.

Dr McManus is a practicing General Practitioner and is very experienced in Accident and Emergency medicine and pre-hospital emergency care.
